Hello, my name is Jalil, but you can call me Jay. I've been a vascular and interventional radiologist since 2021, and I am passionate about members, my work, and my team. I’m thrilled to be part of the incredible team at Kaiser Permanente’s Downey Medical Center. What drives me is the opportunity to make a real difference in members' lives. I believe everyone deserves high-quality care, and I strive to deliver just that. My work is not just a profession but a calling, and I’m honored to serve my community. Biography
My journey in medicine has been both diverse and fulfilling, beginning with my move to Canada from Iran at the age of 16. After completing one year of high school, I pursued higher education at the University of Western Ontario, where I earned my bachelor of science with a double major in biology and medical sciences, graduating with honors. Following my undergraduate studies, I dedicated a year to basic science research in hematology, focusing on crucial factors in coagulation. This work led to a high-impact publication and earned me a research award. To advance my education further, I moved to Chicago and earned a master of science in biomedical sciences. Driven by a deep passion for medicine, I attended Chicago Medical School, where I also completed a master of science in healthcare administration and management. This combination of degrees gave me a thorough understanding of the healthcare system, and I graduated in the top 10 percentile of my class. My postgraduate training began with a surgical internship at Harbor-UCLA Medical Center, followed by a residency in diagnostic radiology with an early specialization in interventional radiology at Loma Linda University Medical Center. To hone my skills further, I completed a fellowship in vascular and interventional radiology at Harvard University’s Brigham and Women's Hospital in Boston. After my fellowship, I joined an outpatient surgical center as a vascular specialist. My dedication and leadership quickly led to my promotion as vice president of operations, where I continue to contribute to the field with passion and commitment.
About my practice
My practice philosophy is built on a deep sense of honor and responsibility. It’s truly a privilege to be there for people during times of illness and difficulty, offering comfort and support to help ease their pain and make them feel cared for. I believe in treating every member the way I would want myself or my loved ones to be treated. Members are always my top priority, and their safety and well-being are my greatest responsibilities. Creating strong, trusting connections between members and the healthcare team is key. I strive to make sure that members feel genuinely connected to their physician and the team, in an environment of trust and comfort. Empowering members through education is also a crucial part of my practice. I am dedicated to helping members understand their options and feel confident in their healthcare decisions. By providing clear information and support, I help members take an active role in their health and treatment. Lastly, I believe in the importance of prevention over treatment. Educating members about how to improve their overall health to prevent future diseases is a vital part of my approach. By focusing on prevention and promoting healthy lifestyle choices, I aim to support long-term well-being and a better quality of life for members.
How I thrive
Staying healthy and thriving involves a balanced focus on both physical and emotional well-being. I start each day with a commitment to my physical health through daily runs and weightlifting, which not only keeps me fit but also boosts my energy and mood. In addition, I enjoy playing soccer once a week, which adds a social and recreational element to my fitness routine. My diet plays a crucial role in maintaining my health. I emphasize a well-rounded and nutritious diet, prioritizing a daily intake of greens and a diverse range of vegetables and fruits. This approach ensures that I receive essential vitamins and minerals to support overall health and vitality. Outside of my professional life, I dedicate time to my family, cherishing the moments spent with them and ensuring that we remain closely connected. I also stay in touch with friends, keeping those relationships strong and meaningful. Traveling is another passion of mine, and I take every opportunity to explore new places, which enriches my life and provides valuable experiences. This holistic approach to well-being — physical exercise, a balanced diet, quality time with loved ones, and personal enrichment through travel — helps me maintain a healthy and fulfilling lifestyle.

Medicare Members: To request a hard copy of Kaiser Permanente’s provider directory, please call our Member Services department at 1-800-443-0815, seven days a week, 8 a.m. to 8 p.m. Kaiser Permanente will mail a hard copy of the provider directory to you within three (3) business days of your request. Kaiser Permanente may ask whether your request for a hard copy is a one-time request or if you are requesting to receive the provider directory in hard copy permanently.
If you request it, your request for hard copies of the provider directory remains until you leave Kaiser Permanente or request that hard copies be discontinued.
Medi-Cal Members: This directory includes Kaiser Permanente’s outpatient pharmacies. You can get any drugs covered by Kaiser Permanente at one of these pharmacies. You can get outpatient drugs covered by Medi-Cal at any Medi-Cal Rx Pharmacy. It does not have to be a Kaiser Permanente network pharmacy. Kaiser Permanente uses the same quality, member experience, or cost-related measures to select practitioners and facilities in Marketplace Silver-tier plans as it does for all other Kaiser Foundation Health Plan (KFHP) products and lines of business. The measures may include, but are not limited to, HEDIS/CAHPS performance, member/patient complaints, patient safety scores, hospital quality measures, and geographic need. Members enrolled in KFHP Marketplace plans have access to all professional, institutional and ancillary health care providers who participate in KFHP plans’ contracted provider network, in accordance with the terms of members’ KFHP plan of coverage. All Kaiser Permanente Medical Group physicians and network physicians are subject to the same quality review processes and certifications.
