About me
My name is Dr. Joy Phan. I'm glad to have the opportunity to share information about myself. I grew up and am from Las Vegas. I attended college at USC, went back to medical school in Las Vegas, and did my residency at Kaiser Permanente’s Fontana Medical Center. I have stayed with Kaiser Permanente ever since. Prior to my career in medicine, I studied and worked in the music/education industries as a piano teacher, piano accompanist and vocalist, and former music director. I also studied choral music in college. I chose to become a doctor because I enjoy using my medical knowledge to help others through various stages of their lives. I find it rewarding when members and families entrust their care with me. I especially enjoy when members are improving with the medical care and guidance I can provide. My hobbies include spending time with family/friends, traveling, shopping, and trying new restaurants/foods.

I work in various settings at Kaiser Permanente, which has given me a breadth of knowledge, experience and valuable perspective to help coordinate and deliver high-quality care to members.
About my practice
I enjoy family care but am especially passionate about taking care of babies and children and watching them, their parents, and the families grow. I love performing in-office minor procedures and surgery (such as ingrown toenail removals, cyst excisions, dermatologic biopsies, joint injections, gynecologic procedures such as IUDs/Nexplanon/colposcopy). I also enjoy teaching, so there often will be learners (medical students and resident physicians) participating in your care with me. I believe in alternative options to chronic benzodiazepine and/or opiate therapy and will work with members to get them off addictive medicines. I often do not prescribe these medicines long-term due to the risks. I strive daily to practice medicine based on evidence and current research and to be a genuine and honest physician. I enjoy Zumba and walking around shopping centers/malls for some retail therapy. I enjoy traveling and spending time with my husband and family. I also love trying out new restaurants, playing piano, singing karaoke, and watching HGTV or Family Feud to relax on my days off. My husband enjoys fishing and bowling, so I will often accompany him and participate in those activities during our time off.

Medicare Members: To request a hard copy of Kaiser Permanente’s provider directory, please call our Member Services department at 1-800-443-0815, seven days a week, 8 a.m. to 8 p.m. Kaiser Permanente will mail a hard copy of the provider directory to you within three (3) business days of your request. Kaiser Permanente may ask whether your request for a hard copy is a one-time request or if you are requesting to receive the provider directory in hard copy permanently.
If you request it, your request for hard copies of the provider directory remains until you leave Kaiser Permanente or request that hard copies be discontinued.
Medi-Cal Members: This directory includes Kaiser Permanente’s outpatient pharmacies. You can get any drugs covered by Kaiser Permanente at one of these pharmacies. You can get outpatient drugs covered by Medi-Cal at any Medi-Cal Rx Pharmacy. It does not have to be a Kaiser Permanente network pharmacy. Most Kaiser Permanente network pharmacies are Medi-Cal Rx pharmacies. Your pharmacy can tell you if it is part of the Medi-Cal Rx network. Kaiser Permanente uses the same quality, member experience, or cost-related measures to select practitioners and facilities in Marketplace Silver-tier plans as it does for all other Kaiser Foundation Health Plan (KFHP) products and lines of business. The measures may include, but are not limited to, HEDIS/CAHPS performance, member/patient complaints, patient safety scores, hospital quality measures, and geographic need. Members enrolled in KFHP Marketplace plans have access to all professional, institutional and ancillary health care providers who participate in KFHP plans’ contracted provider network, in accordance with the terms of members’ KFHP plan of coverage. All Kaiser Permanente Medical Group physicians and network physicians are subject to the same quality review processes and certifications.
Kaiser Permanente uses the same geographic distribution consideration to select hospitals in Marketplace plans as it does for all other Kaiser Foundation Health Plan (KFHP) products and lines of business.
