About me
I was born in the Azores, an autonomous region of Portugal. My father was in the Air Force so we lived all over the country, but I was raised mostly in California. I am happily married and we have a small menagerie of pets. In college, I volunteered with people who had severe mental health problems and addictions. My experiences getting to know these people and trying to help them on their road to recovery made me decide to become a physician, and ultimately, an addiction psychiatrist. I have served on the work group for the American Society of Addiction Medicine that helped write the Standards of Care for Addiction Specialist Physicians. I also serve on the Board of Directors for the Washington Society of Addiction Medicine.
About my practice
I chose to work here because our mission is to enrich people's lives by improving health. We do this not by trying to maximize our profits at the expense of patients and their families, but by providing the best evidence-based treatments to patients to improve their health and well-being. It is truly an honor to work with patients and their families as they face some of life's greatest challenges. The practice of medicine requires humility and openness. I strive to learn from my patients' experiences so I can share my knowledge and expertise in a way that can be most helpful to them. We collaborate to develop shared goals and a plan to improve their health. My specialties are substance use, other addictions, and chronic pain.
How I thrive
I am an avid tennis player; tennis is a great athletic and social sport that helps keep me balanced. When I'm not playing tennis, I spend time with my wife visiting local parks and off-leash areas with our dog. I am involved in professional activities in the field and keep connected with colleagues around the state and the country who specialize in treating addictions. This serves to motivate me in improving my practice and the care we provide all patients here.

How we choose our network providers and hospitals
Kaiser Permanente uses the same quality, member experience, or cost-related measures to select practitioners and facilities in Marketplace Silver-tier plans as it does for all other Kaiser Foundation Health Plan (KFHP) products and lines of business, and uses the same geographic distribution consideration to select hospitals in Marketplace plans as it does for all other Kaiser Foundation Health Plan (KFHP) products and lines of business. The measures may include, but are not limited to, HEDIS/CAHPS performance, member/patient complaints, patient safety scores, hospital quality measures, and geographic need. Members enrolled in KFHP Marketplace plans have access to all professional, institutional and ancillary health care providers who participate in KFHP plans' contracted provider network, in accordance with the terms of the members' KFHP plan of coverage. All Kaiser Permanente Medical Group physicians and network physicians are subject to the same quality review processes and certifications.
A narrow network is defined as a tailored, tiered, or high-performance network that has 80 percent or less overlap with a health plan’s broadest network offered to a member in any type of plan offered by that health plan. Kaiser Permanente does not have a narrow network with respect to its Marketplace plans. Members enrolled in Kaiser Foundation Health Plan (KFHP) Marketplace plans have access to the same provider networks as members enrolled in all other KFHP plans.
